How the TCA Action Agenda was Created

The TCA Action Agenda is a plan created for and by the TCA community to drive real-world change.

Scaling Implementation Initiative

In 2024, the TCA Accelerator launched Scaling Implementation: An Initiative to Mainstream True Cost Accounting by 2030, a multiphase effort to gather lessons learned, identify barriers, and ease more widespread adoption of this approach. The first phase focused on collecting feedback and building shared priorities through a monthslong dialogue series and in-person summit at FAO headquarters in April 2025.

Scaling Implementation: the Dialogue Series and Summit

In the first phase of Scaling Implementation, the TCA Accelerator invited participants from a variety of sectors, movements, and geographic regions to 11 virtual workshops* between October 2024 and February 2025. These facilitated conversations aimed to better understand the lessons learned from TCA case studies and related initiatives to date, forge new connections, and explore potential collaborations.

The TCA community then gathered in person for Scaling Implementation: A True Cost Accounting Global Summit, hosted by FAO at its headquarters in Rome from April 15-16, 2025. Over two days of discussions and interactive strategy sessions, participants from around the globe built upon the Dialogue Series’ focus on barriers and gaps, exploring specific actions needed to overcome these challenges.

Developing the Action Agenda

Following the Summit, the TCA Accelerator reviewed participants’ contributions to the Dialogue Series and Summit alongside insights from select TCA case studies and other literature, identifying common themes and recommended actions. 

This synthesis — the TCA Action Agenda — was reviewed by TCA Accelerator steering committee members and representatives of partner organizations. The draft TCA Action Agenda was then released for a public stakeholder consultation in November 2025.

A committee comprising TCA community leaders reviewed the stakeholder feedback, systematically documenting their responses and recommendations. Accepted feedback was incorporated into the final TCA Action Agenda, or reserved to later inform implementation strategies. 

Scaling Implementation by Numbers

  • 16 partner organizations collaborated with the TCA Accelerator to advance the Scaling Implementation initiative.
  • Over 200 people from 24 countries joined the TCA Dialogue Series and Summit events, contributing insights that ultimately informed the TCA Action Agenda.
  • The TCA Accelerator and its partners organized 6 thematic workshops on topics including Global Policy and Action; TCA Evaluations; Private Sector Applications; Finance and Investment; Communications and Advocacy; and Aligning Forces with Social and Environmental Movements, as well as 5 national/regional workshops for stakeholders from Australia and New Zealand; Africa; Latin America; Europe; and India.

The TCA Accelerator extends special thanks to the United Nations Food and Agriculture Organization (FAO) for hosting the TCA Summit in April 2024 and for its leadership elevating TCA as a critical tool for agrifood systems transformation.
